Retlif is a strategic compliance organization that has been one of the world's leading independent testing laboratories providing Electromagnetic Interference (EMI) and Environmental Simulation (ESS) testing services. For some 30 years Retlif has focused on the results of each test, e.g. product approvals and expanded marketplaces, as opposed to merely the test itself. Retlif has experienced substantial growth and maintains locations in New York, New Hampshire and Pennsylvania as well as a regulatory arm in Washington D.C. The Situation: Retlif President Walter Poggi recognized the need to ensure the company's ability to provide services even when confronted by a crisis. The New York headquarters was susceptible to hurricanes. All locations were in reasonable proximity to major metropolitan areas considered high threat targets for terrorism. Mr. Poggi engaged SPP to provide in a Business Survivability Assessment for Retlif as well as the development of an Emergency Preparedness Plan. The Process: SPP and Retlif first identified a team leader to serve as the primary point of contact. In consultation with SPP, Retlif built a planning team that included representatives from Retlif management, finance, and lab management, as well as representatives from New Hampshire and Pennsylvania. A Hazard and Vulnerability Analysis and Risk Assessment identified critical gaps at each Retlif site. Overall corporate vulnerabilities and regional threats unique to the various geographies were also distilled and SPP focused on four major potential emergencies:
Using the SPP Risk Matrix, all aspects of Retlif were analyzed to identify company assets, equipment, facilities and personnel. The processes and procedures necessary for daily operations were also analyzed. Assets and functions were prioritized to identify those essential to business continuity. Strategies and Plan Development followed, which included participation by the Planning Team. SPP constructed an Emergency Preparedness Plan around an Emergency Response Organization and focused on actions of Prevention, Response and Recovery. The team included coordinators for Emergencies, Facility Protection, Relocation, Communications/Public Information, IT/Data Protection and Medical Emergency. Retlif now had an organization to facilitate full or partial enactment of the Emergency Preparedness Plan. The Strategy: The overall strategy was to construct an organization ready to face any emergency, internal or external. This was to originate from a sound thought process, be supported with a communications and control structure that would maximize crisis management, and be supported by a plan with pull out sections applicable to various scenarios. The plan spelled out specific procedures for primary emergencies and included a focus on attachments and checklists that apply to any situation. The concept was to build baseline actions viable in all situations and to identify decision makers and decision points for any event. The Results: Retlif Testing Laboratories received a comprehensive Emergency Preparedness Plan for the entire corporation that was deployable in separate geographies. As a result, Retlif has:
